香港公民代表會議

香港公民代表會議是由二○一九年香港區議會選舉選出的民意代表所組成的大會,為了承接民意以繼續在海外為香港民主自由倡議而成立。本會根據成立宣言、截至二○二○年六月三十日版本的區議會條例、議事規則及各會通過的動議而行事,並將根據該些動議成立一容許公民組織共同參與的平台,以連結海外香港公民並推進香港的民主自由倡議工作。

成員

本會成員(公民代表)由2019年11月24日選舉中選出的民選議員中,擁護香港公民價值的議員擔任。根據本會會議規程,公民組織代表(組織代表)以本會委員會增選委員方式,由本會成員推薦加入。截至二○二四年三月一日,本會議大會由具名公民代表16名及不具名代表3名組成。

架構

本會議根據會議規程,經大會動議通過下可在大會下成立委員會、常設及或非常設工作小組,以分擔大會工作,並定期向大會匯報。根據區議會條例,本會可委任指定公職人員成為大會秘書,以成立秘書處並向大會負責。

Assembly of Citizens’ Representatives, Hong Kong   

Assembly of Citizens’ Representatives, Hong Kong is the assembly constituted by elected representatives from the 2019 Hong Kong District Council elections. It was established to carry forward public mandate and continue advocating for Hong Kong’s democratic freedoms overseas. This assembly operates in accordance with its founding declaration, the District Council Ordinance, its rules of procedure, and motions passed by the assembly, as of June 30, 2020. Furthermore, it aims to establish a platform allowing collective participation of civic organizations based on these motions, fostering connections among overseas Hong Kong citizens and advancing the cause of democratic freedoms in Hong Kong. 

The Member

The members (Citizens’ Representatives, Rep.) of the Assembly were elected from the democratically elected members on November 24, 2019, who uphold the values of Hong Kong citizens. According to the Standing Procedure of the Assembly, organizational representatives (Organization Representatives, Rep.(Org.)) are added to the committee by the Citizens’ Representatives through a process of co-option. As of March 1, 2024, the Assembly consists of 16 named Citizens’ Representatives and 3 unnamed Representatives.

The Structure

Based on the Standing Procedure, the Assembly may establish committees, standing and or ad-hoc working groups under the Assembly upon resolution, to share the workload of the Assembly and regularly report to the Assembly. According to the District Councils Ordinance, the Assembly may appoint designated public officers as the Secretary of the Assembly to establish a Secretariat and be accountable to the Assembly.
