丟掉幻想，杯葛虛假選舉 — 末代民選區議員呼籲香港公民抵制港共政權自稱區議會選舉
自2020年破壞香港自由的《港區國安法》於香港強制施行後，中共及港共政權不斷地在香港以破壞性的方式，大幅度更改香港的政治制度，以達到他們的目的—趕絕所有反對中共的聲音。他們最近更宣稱將要於本年年底進行區議會選舉，以取代所有於2019年透過民主程序一人一票由香港人選出，並代表香港公民聲音的區議員。我們作為最後一任接受香港公民托付而選出的民選區議員，在此莊嚴地宣布不會承認這個由港共政權自稱換屆的區議會選舉，並呼籲所有香港公民一同杯葛這個自稱選舉，以及其所選出的所謂議員。
港共政權在零民主諮詢下強行改制而設多層政治篩選，自單純由選民提名改為需向委任制「三會（分區委員會、撲滅罪行委員會、防火委員會）」乞討提名，到「候選人資格委員會」作政治背景審查的篩選行為，均違反主權在民的民主精神。三會的提名程序，事實上早早地就設下了障礙，以阻止非建制派候選人參選。這鞏固了政府的絕對控制，而且企圖免除取消參選資格這些在國際間引來非議的政治篩選手段。 加上政府透過不公開三會成員聯絡方式，有意欲地阻止市民接觸三會成員，更令一般人不可能參與這自稱選舉，令所有候選人純粹為政權允許的清一色啦啦隊。
區議會的職權範圍更由以往在社區層面的行政工作必先諮詢區議會、區議會主動就香港市民福祉事宜提出意見、及在市政兩局被殺後曾經承諾但從未兌現的地方行政權，大幅縮窄到由政府單方面的政策意見諮詢，及需強制執行政府要求的政策宣導，加上需要向原本曾屬轄下管理機構的「三會」乞取提名的逆轉立場，導致之後港共自封的區議會已不再是一個真正代表市民的議會，而淪為政府轄下的宣傳小隊。
再者，最令人擔憂的是，當今政權竟然計劃把假選舉的宣傳視為親子活動，針對未成年人進行政治洗腦，這無疑是對香港未來一代的思想操控。加上票站主任將由警察出任，等同於將治港權交給了武力部隊，從根本上違背了香港開埠以來文官政治的原則。這場所謂的選舉，實際上是在軍政極權下進行，並不存在任何合法性和公平性。
縱有市民認為可「投票」予昔日的「民主派」，讓他們絕處逢生，堅守社區。但其實參與假選舉，認許暴政，假裝香港一切如常，就是順應民主倒退，對香港整體帶來的傷害，任何所謂「深耕社區」都不能彌補。繼續以包括參選或投票的方式參與這場破壞民主的自稱選舉，等於認可現時「投票」制度，為獨裁政權加予認受性。我們作為末代民選區議員，深知香港民主價值的重要性，也明白市民不應被欺騙參與這場假選舉。
因此，我們呼籲所有香港公民，現在是時候團結起來，透過抵制這場選舉，以表達我們的不滿，捍衛香港的核心價值和自由。我們必須團結一致，捍衛香港的未來，並確保市民的聲音得以充分表達，而不是在一場民主制度被粗暴干預的自稱選舉中被消音。
香港公民的未來，必須建立在民主、自由、公義和道德的基礎之上。這是我們的共同使命，也是我們對香港的責任。作為最後一任民選議員，我們將會繼續承擔這個使命，為身在世界各地的香港公民發聲。

Abandoning Illusions, Boycotting Sham Elections – Last Elected District Councillors Call on Hong Kong Citizens to Reject the So-Called District Council Elections Held by the Communist Hong Kong and Chinese Governments
Since the forced implementation of the National Security Law in Hong Kong in 2020, the Chinese Communist Party and the Hong Kong authorities have been systematically changing the political landscape of Hong Kong in a destructive manner to stifle all voices opposing the Chinese Communist Party. Recently, they announced their intention to hold so-called district council elections by the end of this year, aiming to replace the district councillors elected by Hong Kong citizens through democratic processes in 2019, who represented the voices of Hong Kong’s citizens. We, as the last group of district councillors elected by the citizens of Hong Kong, solemnly declare that we will not recognize this supposed election arranged by the Hong Kong and Chinese governments, and we call on all Hong Kong citizens to boycott this so-called election and the so-called councillors elected through it.
Under the “Zero Consultation” approach, the Hong Kong government has forcibly introduced various layers of political screening, shifting from a nomination process by voters to the requirement for nominees to beg for nominations from the “three committees” (Area Committees, District Fight Crime Committees, and District Fire Safety Committees), and to undergo political background checks by the “Candidate Eligibility Review Committee.” These actions violate the democratic spirit of sovereignty by the people. The nomination process through the “three committees” has set early barriers to prevent non-establishment candidates from participating in the elections. This has solidified the government’s absolute control and attempted to remove the controversial method of screening out candidates from international criticism. Furthermore, by making the contact information of the “three committees” members secret and unavailable to the public, the government has effectively prevented citizens from contacting the members, making it impossible for ordinary people to participate in this so-called election, and leaving all candidates solely as cheerleaders approved by the government.
The scope of the District Council’s duties has been significantly reduced from its previous role of advising the government on community-level administrative work, actively providing opinions on issues concerning the well-being of Hong Kong citizens, and exercising the local administrative power that was promised but never implemented after the merger of municipal councils (Urban Council, Regional Council). Instead, it has been narrowed down to a unidirectional policy consultation by the government and the mandatory execution of government-mandated policy promotion. This, coupled with the reversed position that nominees must seek nominations from the “three committees” that were originally under their jurisdiction, results in the so-called district council established by the Hong Kong authorities no longer being a genuine representative council of the citizens but rather a propaganda team under the government’s control.
What’s even more concerning is that the current regime plans to promote the sham elections as a family activity and indoctrinate minors with their political views. This undoubtedly amounts to thought control over the future generation of Hong Kong. Moreover, the fact that the election officers in polling stations will be appointed among the police is equivalent to handing over the governing power of Hong Kong to the armed forces, fundamentally violating the principle of civilian politics that has been in place since Hong Kong’s establishment. This so-called election, in reality, is conducted under military rule, devoid of legitimacy and fairness.
While some citizens may believe that they can “vote” for the former “pro-democracy” figures to give them a lifeline and uphold their presence in the community, participating in sham elections, recognizing tyranny, and pretending that everything is normal in Hong Kong will only endorse democratic regression and inflict harm on the overall well-being of Hong Kong. Continuing to participate in this so-called election, whether as a candidate or voter, is effectively validating the current “voting” system, which ultimately legitimises the authoritarian regime’s rule. As the last group of democratically elected councillors, we understand the importance of Hong Kong’s democratic values and believe that the citizens of Hong Kong should not be deceived into participating in this sham election.
Therefore, we call on all Hong Kong citizens to unite and express our dissatisfaction by boycotting this election. We must stand together to safeguard Hong Kong’s future, ensure that the voices of citizens are fully heard, and not let them be silenced in a so-called election that interferes rudely with our democratic system.
The future of Hong Kong citizens must be built on the foundations of democracy, freedom, justice, and morality. This is our shared mission and our responsibility to Hong Kong. As the last group of democratically elected councillors, we will continue to uphold this mission and speak for Hong Kong citizens around the world.
